Abstract:

Sudden natural disasters are the results of natural action and reaction of nature that reveal to human as hazard. Since natural disasters in recent decades have been one of the most important restriction problems on development of social societies therefore scientific withstanding against it by risk and disaster management has defined in the development literature.

In this paper the general definition of sustainable development and index of develop ability and the effects of disaster on national development policy will be explained.

In continue the essence of notice to natural disaster on land use planning   and national development planning will be discussed.

Creation of proper risk management strategies, knowledge improvement and training master managers, creation of decision maker organs for risk reduction and increase of NGO sharing, improvement of safety culture with alter the thoughts from shortage compensation to risk reduction and disaster management and optimum use of financial sources regarding to 4^th development plan of country are the suggestions of this study.
